Strengthening the National Army's Science and Technology System

STRENGTHENING THE NATIONAL ARMY'S SCIENCE AND TECHNOLOGY SYSTEM

In 2021, the Technological Support Command - COATE, of the Colombian National Army, carried out a consultancy aimed at strengthening the management capacities of the institution's Science and Technology system, with the support of In-Nova consultancy.

The project was based on five activity axes, comprising the following dimensions:

  1. Provide legal and technical advice to COATE in the execution of the five command objectives for 2021, consisting of: i). Strengthen the capabilities of the National Army's science, technology and innovation system SICTE, ii). Strengthen the National Army's structural capital in the use of the models developed for management systems in order to promote the structuring and prototyping of an innovation and productivity centre for land vehicles for military use, iii). Strengthen relational capital, based on the models developed for the management systems, with a science, technology and innovation relationship unit, so that the Army can initiate an innovation ecosystem and/or begin to form part of one or more of them, iv). Strengthen structural capital by building a technology watch and competitive intelligence report, aimed at establishing actions, resources and priorities associated with the creation of a centre aimed at the Colombian National Army soldier, and v). Strengthen human capital with COATE science and technology personnel.
  2. Analysis of the 18 framework agreements that COATE has signed so far with third institutions, with the aim of strengthening its relational capital and generating suggestions and recommendations.
  3. Develop a benchmarking study to identify relevant institutions in relation to COATE's objectives, identifying the capacities of these institutions and the relevant topics for their relationship.
  4. Analysis of the aspects related to knowledge management and the application of the Intra-entrepreneurship methodology, for the survey of the different strategic intangible assets for the Army, in relation to innovation, based on primary source information from Army units, contained in R&D&I projects carried out and planned by the force, with the prioritisation of relevant technologies and suggestions for their treatment with the objective of internal application or for transfer purposes.
